This wet weather flag is hoisted above any Stomarian state building when it is raining. This is to symbolise synchronicity with the natural world. It is widely considered bad luck to fly this flag in clear weather, so a member of the Imperial Guard must be on standby to lower the flag if the weather appears to be changing.
